How broadcasts are delivered (limits and safety rules)
The queue, the 10,000-recipient cap, monthly plan allowances, the marketing frequency rule and every check Vatli runs before a message leaves.
Vatli sends broadcasts through a queue rather than all at once. This keeps your number inside Meta’s speed limits and protects its quality rating.
Checks before sending

| Marketing frequency | For Marketing templates only: anyone who already received 2 marketing templates from you in the last 24 hours is held back. |
If every recipient is removed, the broadcast isn’t created and Vatli tells you which reasons applied (for example “opted out” or “frequency cap”).
How the queue sends
- Messages are sent in small batches with short pauses in between.
- If Meta answers “too many requests”, Vatli waits and retries automatically.
- Each recipient gets up to 5 delivery attempts for temporary errors.
- If a number fails with the format it was stored in, Vatli retries with the other common variant (for example with or without a leading 0).

The monthly allowance
- Counts template messages sent by broadcasts (including automations that send to a list or tag, and follow-up sequences) from the 1st of the calendar month.
- Replies in the inbox and automation replies to one person don’t count.
- Usage is shown in Reports → Plan usage.
- Enterprise plans have no monthly cap.
WhatsApp’s own limits
On top of Vatli’s checks, Meta sets limits on your number:
- Daily messaging limit — how many unique people you can start conversations with in 24 hours (for example 2,000). See Messaging limits and quality.
- Marketing message limits — Meta can hold back a marketing message for a person who already gets a lot of marketing (error 131049). See Marketing message limits.
Large first-time broadcasts from a new number are the most common reason for a quality drop. Start with your most engaged contacts, use clear opt-out text in the footer, and grow the audience over a few days.
